They'll get weapons, but reconstruction comes first. Lots of tunnels need to be repaired; concrete and shovels will cost money!
Yep - we ought to just supply them with some concrete and shovels instad of giving them cash. I usually offer the 'beggars" actual food or a couple gallons of gas in their car instead of cash - it's funny how they "appreciate" getting what they supposedly wanted the money for.
