No pipelines are not the answer in all cases. So, if you put a pipeline in, due to the huge capital investment, you now have no other choice than to ship your crude to the same location every single time. No flexibility to distribute the crude between numerous refineries to get the best price.
Furthermore, NJ is the most densely populated state. They had trouble just getting the 230kV power line upgraded to 550kV ON A RIGHT AWAY ALREADY THERE! Can you imagine trying to put a pipeline in under those conditions? The legal battles would drag this into the next century. By then, Mr. Fusion will be installed on all the hover cars.

Trains offer the flexibility and redundancy that pipelines simply cannot come close to matching.
