Of course, they all knew a Japanese attack was coming somewhere, but all said afterwards they didn't know exactly where, and so sent out "war warnings" to all the Pacific area commanders, including MacArthur in the Philippines and Kimmel at Pearl.
Well, apparently neither commander took those warnings seriously -- yes, the wording was rather strange -- and all were caught by surprise, even MacArthur who had zero excuse since the Japanese attack on his forces came after Pearl Harbor.
Halsey said later that if Kimmel had fully understood the threat, he would have sailed out of Pearl to meet the Japanese on the high seas, and thus lost far more ships & men than he did in port.
