Three elements in successful containment:
- Quick identification of the carrier and contacts.
- Placing the same under quarantine.
- Monitoring for 21 days or more to ensure they were disease free before letting them back into the general public.
We couldn't do #1, because that would be considered profiling. Plus it might disproportionately affect people of color.
If we did #2, we would have to keep them in five star hotels or isolated hospital wings because, otherwise, they might get their feelings hurt or feel stigmitized.
As for #3, it would have all the disadvantages of #1 and #2.
