TEC (Russian ТЭЦ) stands for Teploelectrosltsentral. These are stations generating steam for centralized heating and hot water supply in Russian and former Soviet cities. Some electricity is also a secondary product. It might be either coal or natgas powered. It the far north they are nuke powered, small communities are using oil or diesel powered TEC.
