Islamic countries do not ever have sufficient resources on their own to rise beyond subsistence for the huge majority and opulence for a tiny ruling class. The average person knows it is futile to try to materially improve his lot because the Sultan/Imam/Bey/etc. will confiscate everything he produces beyond barely enough for subsistence. Any surplus beyond that must and will go for Jihad. The Western countries provide copious amounts of the necessary surplus for Jihad by buying oil and gas from Moslem countries and by flat out giving Moslems Money through foreign aid and bad loans. The west buys the bullets that are fired against Westerners.

Islam has operated the same way since Mohammed was raiding camel caravans.
