The way I figure it, and I could be wrong, of course, is that the terrorists will lay low until we elect a Republican president - then they will get the fight they so desire. It’s just too easy with Mr. Limp Wrist in the Oval Office. That takes all the fun out of their evil. Hey, they waited until Clinton was gone - then attacked when Bush took office. They did attempt an attack in 1993, and that was bungled, so they laid low and waited for a change of guard at the WH.
You could be right, but I don't think so. I think their planning/training process took five years, and would have happened on 9.11.01, no matter who was President.
Plus; they would have been better off if the 911 attack had happened on Clinton's watch. Slick Willie prevented the investigation of the OKC bombing from leaving America's shores, and he supported the Muslims in the Balkans.
I'm pretty sure that Clinton would not have invaded Iraq or Afghanistan, which would have allowed the formation of ISIS/ISIL/IS a decade (or more) earlier.
