Bingo! Remember those NGOs in Egypt that got their butts thrown in jail and His Arrogance and Benghazi Clinton got all in a titter about that. A lot of the dirty or illegal work they need to get done is contracted out to the NGOs and if everything turns to sh!t they can just disavow them. In some cases they have outsmarted themselves and have to double back to help cut losses.
