Being a resident of San Diego for over 4 1/2 years now, I've found the best solution for me is if the cabbie and his cab are foul smelling, I will simply tell him to stop, and I will get out of his cab and flag down the next in line until I get a non offensive smelling cab. It has happened to me several times and every time I was asked “what is wrong”, I explain my disgust with a blunt statement and move on.
It works for me, and I hope the situation will eventually improve with this “regulation”, but I doubt much will change, and I will continue my personal “discriminatory” behavior as I see fit.

Yours is easily the best solution, and it doesn’t require Big Government.

My daughter flys out of SD frequently. She uses Uber instead of traditional cabs. There is an app that you can use to rate your driver.
That's a much better market alternative to government smell inspectors.
I like your strategy, too.
