I think the allies were actually surprised the Germans declared the ports “Festungen” and left sizeable garrisons behind to deny their use. It was one strategy that actually worked.

No doubt. But the question to be answered is whether Ike’s decision to give Monty the supplies and starve Brad/Patton was strictly a military call or more political. Or both.

Any idea which German was behind that successful festungen strategy? Hitler is well-known for his "fight to the last man" orders, but not so much for successful strategies.
