Read the article. The vote only allows the Senate to DEBATE the amendment. It still requires a 2/3 majority to pass it to the House.

Really smart move by Republicans. Two months until the election and all of the items Harry and the Dems really wanted to talk about get back burnered so that debate can happen on an issue that only the nutcase extreme of the Dem Party cares about.
I mean, go ahead and let the Dems rail about the Koch Bros. This gives the Republicans all sorts of time to either play defense and delay, or go on the offensive and start talking about Soros and the other shady Dem big money donors.
