Full text of said document:

Budapest, 5 December 1994

The United States of America, the Russian Federation, and the United Kingdom of Great Britain and Northern Ireland, Welcoming the accession of Ukraine to the Treaty on the Non-Proliferation of Nuclear Weapons as a non-nuclear-weapon State, Taking into account the commitment of Ukraine to eliminate all nuclear weapons from its territory within a specified period of time,

Noting the changes in the world-wide security situation, including the end of the Cold War, which have brought about conditions for deep reductions in nuclear forces. Confirm the following:

The United States of America, the Russian Federation, and the United Kingdom of Great Britain and Northern Ireland, reaffirm their commitment to Ukraine, in accordance with the principles of the CSCE Final Act, to respect the Independence and Sovereignty and the existing borders of Ukraine.

The United States of America, the Russian Federation, and the United Kingdom of Great Britain and Northern Ireland, reaffirm their obligation to refrain from the threat or use of force against the territorial integrity or political independence of Ukraine, and that none of their weapons will ever be used against Ukraine except in self-defense or otherwise in accordance with the Charter of the United Nations.

The United States of America, the Russian Federation, and the United Kingdom of Great Britain and Northern Ireland, reaffirm their commitment to Ukraine, in accordance with the principles of the CSCE Final Act, to refrain from economic coercion designed to subordinate to their own interest the exercise by Ukraine of the rights inherent in its sovereignty and thus to secure advantages of any kind.

The United States of America, the Russian Federation, and the United Kingdom of Great Britain and Northern Ireland, reaffirm their commitment to seek immediate United Nations Security Council action to provide assistance to Ukraine, as a non- nuclear-weapon State Party to the Treaty on the Non-Proliferation of Nuclear Weapons, if Ukraine should become a victim of an act of aggression or an object of a threat of aggression in which nuclear weapons are used.

The United States of America, the Russian Federation, and the United Kingdom of Great Britain and Northern Ireland, reaffirm, in the case of the Ukraine, their commitment not to use nuclear weapons against any non-nuclear-weapon State Party to the Treaty on the Non-Proliferation of Nuclear Weapons, except in the case of an attack on themselves, their territories or dependent territories, their armed forces, or their allies, by such a state in association or alliance with a nuclear weapon state.

The United States of America, the Russian Federation, and the United Kingdom of Great Britain and Northern Ireland will consult in the event a situation arises which raises a question concerning these commitments.

This Memorandum will become applicable upon signature. Signed in four copies having equal validity in the English, Russian and Ukrainian languages.

Legally, the whole thing became null and void the instant the US sent aid to the Median mobs who were openly dedicated to an Unconstitutional means of changing the government. Beyond that, it without a doubt ceased to apply in any way the instant the US recognized the Coup rather than the legally elected President the coup ran off.

Poof . . . Gone . . . like it never happened. Referring at any time since an "interim President" was created out of thin air is just more propaganda smoke and mirrors.

RUSSIA violated Ukrainian sovereignty and territorial integrity.

The Ukrainian people had the RIGHT and the DUTY to protest and try and remove the corrupt, thieving, murdering oligarch who was Putins sock puppet in the Presidency.

No, the agreement was and still is legally binding upon the Russian Federation, Russia has no valid reason and no right to unilaterally declare the agreement and repudiate the agreement as if null and void. Even if the agreement were to be revoked by the agreement of all parties, Russia is still under an obligation to respect the territorial integrity and independence of the Ukraine in accordance with the Charter of the United Nations, the Budapest Memorandum of 1932, and the Kellogg-Briand Pact.

The allegation that the government was changed unconstitutionally has no validity, because the primary branch of the government is the legislative Verkhona Rada. The Verkhona Rada was elected by the citizens of the Ukraine before President Yanukovych deserted his presidential office to flee an impending investigation and prosecution by the previously Verkhona Rada. President Yanukovych and many of his political appointees were about to be investigated and prosecuted by the Verkhona Rada because of his many acts of kidnapping and murder of opposition political opponents, gross corruption of the government treasury, and treason on behalf of the Russian Federation as an agent of the Russian Federation’s FSB secret service. Yanukovych tendered his resignation as President to the elected members of the Verkhona Rada as permitted by the Ukrainian constitution. After he had so resigned from the office of the President of the Ukraine and fled the constitutional investigation and prosecution of his crimes by defecting into the custody of the foreign intelligence services of the Russian Federation, Yanukovych then tried to lie and deny how he had tendered his resignation as President even as he committed further acts of treason while in the custody of the Russian intelligence services. This attempt to revoke his resignation as president failed when he failed to follow the constitutional procedures for challenging the lawfully elected members of the Verkhona Rada in the Ukrainian constitutional court has set forth in the Ukrainian Constitution. So, the wildly inaccurate and perhaps impossible accusations that the protestors changed the government of the Ukraine in a coup has no merit, simply because the protestors never had the opportunity to apprehend Yanukovych or his political appointees before they defected to the enemy Russian intelligence services they had been treasonously serving since as long ago as the Ukrainian independence.

The only coup there was, if there were any coups at all, are those perpetrated by the Russian Federation by employing Yanukovych and his political appointees as Russian intelligence agents within the Ukrainian Government to subvert the Ukrainian government to direct and indirect clandestine Russian control in violation of the Ukrainian constitutions. Russian secret police were grossly violating the Budapest Memorandum from the moment the agreement was being written to the present moment. When the people of the Ukraine and the elected Verkhona Rada representing the people of the Ukraine attempted to assert the constitutional law to finally put a stop to the subversion of the constitutional government of the Ukraine by the traitorous agents employed by the Russian secret service in the Ukrainian Government, the Russian federation resorted to naked military force to overthrow the Ukrainian Government they could no longer subvert and control through their hired Ukrainian traitors.

So, your false allegations and false propaganda are refuted and rejected as the fake propaganda it truly represents.

Let me get this logic

1) US and Russia agree to respect Ukraine sovereignty and territorial integrity in exchange of Ukraine giving up her nukes.

2) US applies economic pressures and otherwise “interferes in Ukrainian internal matters” which Russians interpret as breach of point #1. ( I don’t remember seeing American terrorists kidnapping people and putting US flags on Ukrainian buildings, but OK, will play along, US interfered in Ukraine). The victim of American interference is Ukraine.

3) Russia invades Ukraine in Crimea and Donbas because #1 was breached by US. Because Ukraine was victimized by US, Russia reasons it can victimize Ukraine too.

Question: why would American interference negate the Russian obligation towards Ukraine? Ukraine gave away its nukes for a guarantee FROM RUSSIA that it won’t be attacked. Americans misbehaving (if that’s what they did) doesn’t change one iota the deal that was between Russia and Ukraine.

Budapest Memorandum is just the most ironic instance where Russians have failed. There was also the original 1991 independence where Russian recognized the territorial integrity of Ukraine, and the Big Agreement of 1997 when it was reaffirmed. And those were bilateral, no great Satan US in sight.

The whole thing just confirms the centuries old beliefs about Russians and the worth of papers they sign.
