Before Obama, Holder’s kickbacks to “community organizers” (not extremist, anti-American hate groups) would have been seen as improper and unethical, if not flatly illegal.
But that was then and this is now. These crooks do anything they think can get away with, and they get away with it all.

What mechanism or legal pretense has he used to make these payments. I understand where the money is coming from but how are these groups getting it if they had no part in the litigation?

Clinton did some similar things but I’d be willing to bet that Obama & Holder have surpassed even Bill Clinton. Of course it isn’t a scandal unless the media decides it’s a scandal, which isn’t going to happen when it is a Democrat doing it. Holder may have picked up pointers from Jesse Jackson on how to do shakedowns.
This should surprise no one. Obama’s FedGov has become a corrupt enterprise that pays off sleazy donors 1,000:1 in return for more campaign donations.
