I’m sure there’s an answer, but I haven’t seen it. How can someone retired preside over this?

Retired judges preside over trials as needed. I can’t give you a citation for the rules
but you can search the net and probably find some guidance. One advantage they
have is that they can devote their time to one thing without having to be spread
around over differing items.
