Iraq is deemed to be the site. I was under the impression the execution occured in Syria.

I have concluded some time ago that the territorial descriptions are invalid. Iraq and Syria are no more. The territory of ISIL is the valid description. The original boundaries will never be restored.

The ISIL forces will bump up against the Syrian and Iraqi military until the boundaries are firmed up. That firming up is presently in process for Kurdistan. Once the firming up is accomplished in former Iraq, Syria will be under attack again. The ISIL border will be extended to include Aleppo and the Med

There is no military force willing to overcome the change. Neither the political leaders in former Iraq or Syria has forces adequate to mount the offensive action required.
