In my Intl relations class, it was said that diplomacy fails and you must resort to force, you keep raising the level of punishment until they are no longer willing to pay the price for what they are doing.

Are you referring to Dem communists? That would make sense.
Ultimately that is what will have to be done. But I suppose, in true American fashion, we’ll try everything else first.
