Yeah, maybe a move here and a move there... but after a while moving grows old. The 'charm' and glamor of the 'hood' will disappear with this system. because it will cost too much. Natural incentives work...
How about bigs trucks driving through the neighborhoods with huge signs on the sides, photos of happy black middle-class families, smiling in front of their new houses, with new cars, dogs, bicycles for the kids, and a bold type message....
