Doesn’t the House have a rule that if a member is indicted for anything they must step down? Or is that just a Republican rule?

That just applies to Republican’s. When a Democrat is indicted it’s considered to be a new qualification for office.

No, one does not have to step down when indicted in TX, and state officials cannot be recalled, but local ones may with a city charter allowing recalls.
