Unfortunately, some police departments need serious hardware these days.

1. Is the average law-abiding citizen allowed to be armed with the same weapons?

2. If the answer is 'no', then who will enforce those laws against the law-abiding, and what 'hardware' will they use to enforce them?

As far as weapons, body armor, gear, I think citizens can access most of the same stuff, save that legally acquiring automatic weapons and grenades/launchers/ordinance can be difficult/impossible.
