I'd wager if Rick Perry wanted to go rogue he could do something inconvenient enough to Mexico, like close a highway to and from Mexico, until that soldier is free.
It's too late for a wall. A real gov that cared about US citizens would recognize that Mexico committed an act of war, letting those invaders get to our border. A 10-mile wide DMZ south of the Rio Grande would be much more appropriate.
