The Peshmargas ARE standing up and fighting. They’re just running out of ammo. As for the Shiites... they’re a lost cause.
The right policy IMHO is to allow the Kurds to form their own country INDEPENDENT of what used to be called, Iraq.
If true, in effect Obama has supplied ISIS through the supplies of the deserting Iraqi army while with-holding supplies from the Kurds in the name of keeping involvement low. Typical perverse behavior and outcome.
Also, the numbers of ISIS soldiers are quite low--I've heard 12,000. If so, there are plenty of Peshmerga if weaponry is equalized.
