I can't tell you that. But I can tell you that when I applied for a Tennessee license in the mid 1990s, my U.S. Passport and International Driver's License wasn't good enough identification for them. They demanded to see my Social Security card as well.

Meanwhile, the same DL center was crowded with south of the border types who were served in Spanish and issued licenses with just a passport from Honduras or Mexico or El Salvador or wherever.
