Putin won the Chechen war by buying off one faction of the jihadists. He appointed Kadyrov, the son of the Chechen mufti, as Sultan for life of Chechnya and paid him billions in tribute to rebuild Chechnya. Kadyrov has been instituting sharia law there and has built on Russian soil the largest mosque in Europe.
