Clearly, unannounced inspections of abortion clinics have proven to reveal the resentment of those who want to perform abortions without constraint. So much for ending "back alley" abortions with "rusty" coat hangers.

After reading the article, it looks like it isn’t just those in charge of the facility ignoring the law.
It appears the inspectors, or the enforcement arm of the inspection unit, are also ignoring the law, as the article says nothing of the facility being closed or fined.
Why should they care about the failed inspections?
