I wouldn’t include fighting against the Soviet Union as complicity in the murder of Jews; that was Hitler’s position. Countries that didn’t persecute Jews also fought the Soviet Union (Spain, Italy for example) because they feared communist takeovers. The fight against the Soviet Union was joined by most Europeans at the time; they knew what they had done in Spain and Poland, and feared the same fate.
