But..... the NG can be deputized as law enforcement and be under the direct control of the governor.

The NG is already under the Governor’s direct command. Obama would have to nationalize them in order to take command. Even then, if he does it under Title 32, they’re still under state command. Title 10 is the only way for him to take command away from the state.
