Perhaps Kerry's "yapping about drunken soldiers" is the cover the White House is providing for Putin. Both sides now 'agree that it was a most unfortunate accident caused by drunken soldiers who were never given proper training and supervision, blah, blah, blah.' Then we can have a telephone call between Obama and Putin to exhange their 'understannnding of the unfoooourtunate incident.'
