The House could essentially be recessed for all the service to the nation it is providing.

I would have to study if the Senate could act unilaterally absent a functioning House.

Since both bodies must pass something before it can be signed into law (at least my perception), could anything be passed with a Congress at recess?

Obama could rule by executive order, but he’s already doing this and Congress is allowing full funding no matter what. So why even have the House in session?

Yes, and to think all of this was so unnecessary. There are a whole lot of traitors among us who have given aid and comfort to the enemy and facilitated the unabated destruction of a once great and respected world power.
