Clear the tunnels the same way you get rid of moles - pump gas in the tunnels. Even if it is only tear gas. (What? You thought I was going to suggest sarin or mustard gas?)
Of course, somebody would holler that is unfair under the Geneva Rules, and bring a huge human rights violation against the Israelis.

Along with the gas you can put in industrial smoke bombs and put high volume fans to push it into the tunnels then watch where it comes out. Or a type of gas that can only be seen with special goggles or cameras.
