In the mid-1960s, Prime Minister Levi Eshkol began to doubt presciently, as it turned out the long-term commitment of France to supplying Israel with the military hardware it needed to defend itself. He began the process of replacing Israels arsenal of French weapons systems with their American counterparts.
As part of that process, Air Force commander Maj. Gen. Ezer Weizman (who would become Israels seventh president) was slated to go to Washington in a bid to convince the American government to sell Israel the F4 Phantom jet fighter.
