I wouldn’t be surprised. I also wouldn’t be surprised if spying on allies is a pretty common thing in a lot of countries. I’d imagine every intelligence service has its Intentions and Capabilities department, and that the “bad guys” aren’t always the only ones being looked at.

Not saying it’s right, just saying I wouldn’t be surprised if this case is exceptional only in that the guy was caught.
