The oath of office of the President:
The Constitution - Article Two - Section One - Clause Eight

Before he enter on the Execution of his Office,
he shall take the following Oath or Affirmation:
I do solemnly swear that I will faithfully execute
the Office of President of the United States,
and will to the best of my Ability,
preserve, protect and defend the Constitution
of the United States.

I call bullshit on that.
That said---the Constitution does provide the House w/ two powerful remedies---neither of which has been exercised:
<><> the power of the purse, and,
<><> the power of impeachment.
Some scholars say these are not proportionate remedies to the problem at hand. With regard to impeachment, the presidents own party controls one of the chambers of Congress---so where will that go? Moreover, there is a danger that impeachment might be seen as "overkill" for the current transgressions.
The second option, cutting funds, creates a dilemma in exploiting the eternal political blame-game----plus the notion of the separation of powers might be a bit sophisticated to have resonance in the hustings.
Repubs should not be blamed for the presidents misdeeds but that is just what will happen if the House resorts to penalizing blameless tax-funded organizations as a means of punishing the president.
Obama and the Dems will weigh in w/ guns blazing.

WHAT TO DO? I say hoist the prez on his own petard. Grab issues he considers his own and run with them. Repubs should hack at the Black vote---issue a position on the justice system weighing heavily on young Black men. Even cranky NAACP Ben Jealous looks kindly on Repubs who expound on this issue.
