I spent a year in Federal Way, WA. The late sunsets in the Summer were an attractive aspect of moving north. The style of housing in the Pocatello area was more to my liking that the Boise side of the state. The more reasonable 2nd amendment attitudes were also a big factor. Cost of living is lower. State income tax is a wash. State sales taxes are lower. Property taxes are a bit higher. The one issue I missed in my evaluation was wind. Pokey is more windy than I expected. I love the 7 mile ride to the airport and free long term parking. We have regional jet service now in place of the turbo-prop Embraer aircraft.
The one that I would counsel is...bring a job and have a plan B. I had a great arrangement working from my home office...until Obama took office and wiped all of my contracts in two days. I've had to live away from my family since June 2009 to keep my job. I visit for a week in June and a week in December. The consolation prize is that I have my Harley Fat Bob in San Diego. It gets better mileage than the F150 and provides a mental "break" from the heavy traffic. Plan on having a 4x4 in Idaho. You'll need it for travel from mid-October to mid-January.

I can see it now. Californians have saved so much water we will have to raise rates. It has happened before.
