Highley, the cop noted, was “angry, crying and appeared to be intoxicated” when taken into custody. Probably drugs or very strong alcohol (think Vodka etc.)
Proverbs 20:1 "Wine is a mocker, strong drink a brawler, And whoever is intoxicated by it is not wise."
Why do we expect any differently?
