These two pictures of the Reverend's text messages (one message, two parts) would seem (on the surface) to corroborate Cochran's claim because the staffer is asking for individual names and home addresses. That would indicate they were paying get-out-the-vote (GOTV) workers because they would need that information for the campaign's FEC paperwork.
However, the Reverend has stated that he personally handed out hundreds or thousands of envelopes containing $15 each to voters as they were going in to vote. So, lets examine that.
Cochran's campaign would need to report the name and address of GOTV workers they paid. They would have no reason to avoid asking for those names/addresses via text message. That's a logical explanation for those two texts. It's a good legal cover for what was really going on.
Back to the Reverend. He and anyone he authorized to hand out money for votes would be considered GOTV workers. So to cover their tails, all Cochran and Staff have to do is deny that they did anything other than pay GOTV workers. Their campaign cash-out expenses will show only the amounts paid to GOTV workers. The money that went to individual voters will not show up anywhere. That money came from other people/accounts.
Cochran and company set up a pretty good legal cover for themselves. They didn't count on the GOTV workers outting them. So this will all come down to the credibility and claims of the Reverend and other GOTV workers who were handing out the cash.
They were sly, buy not quite sly enough.
