The first amendment really, REALLY limits what they can get away with regarding calling speech “bullying”. As far as I know, it only involves making threats. I can tell someone they are ugly, stupid, never going to amount to anything, or anything else like that. It may be rude, mean and stupid, but the constitution protects my right to do so.

And the reason is simple: If it doesn’t allow that, free speech becomes a “subjective” right, meaning it is no right at all.

It does not stop cops from making open threats, though. And in a nut shell it is what the 1st amendment is all about, so speech is not threatened by the state. but things are getting flip flopped here.
