I don't think so. The toddler looks white. At first it is hard to see what the toddler is kicking, but near the end of the video he is clearly kicking the thug. Also, right after the toddler kicks her, the thug says "You better (inaudible) before I kick him in the face too," apparently meaning kick the toddler.
