The tribal areas of north east Pakistan are very mountainous. The population is small and rural with few cities to target. The blast and radiation effects would be confined to the valley where the bomb was detonated. You would need a lot of devices to do any good.

OK. Instead you can have drones with crop duster attachments. Go up and down the region. Any home or village they find, spray with persistent chemical agents, then continue flying.

I think it is important that we not go nuclear on this, I'm sure freepers can make other suggestions like this that would work much better.

Perhaps a short lived biological agent? One that can be delivered by air, infects, kills, and dies.
