Why is it that Mexico has strict controls on their northern border but not on their southern?

Haven’t we read before that Mexico DOES maintain strict control over their southern border? So wouldn’t this mean they have lifted it? So they can get victory, Aztlan, and a chunk of our country a lot sooner? Just wondering.

Going which way, into or out of Mexico? I can see it is free flowing going out of Mexico to the US
