Leaving aside the fact that this is not a legitimate NLRB due to the President's illegal appointment, what would you expect a government entity founded at the behest of unions to protect unions to do?

It's a kangaroo court for any employer. Obamacare, with its capricious rules, and actions like this by the NLRB are some of the reasons businesses are so reluctant to hire additional employees.
