Yep, history repeats itself.
The beginning of this civil war started during the original Iraqi constitutional commission when the Iraqi delegates - Kurds, Sunni and the two Shia delegations (al-Sadr and Al-Sistani) would not agree to a full federation.
Without that, the central government had no federal, national police force. Each province has its own seperate police.
For instance, we have our FBI, ATF, DEA that can go into any state and arrest someone unfettered by the political loyalties of any state police force.
Iraq doesn’t have that, so an ISIS can gain the loyalty and protection of a provincial governor or tribal sheikh and thereby grow a militia that can then breakout and invade other provinces.
That is what has happened here, all this has been expected.

These ISIS/Al Qaeda insurgents are Obama’s “allies”
In fact, the prime reason we have not attacked them with air strikes is because they are considered “allies” as below
