I read a report in the Daily Mail, they interviewed one of the Iraq soldiers. He said the officers ordered them to surrender even when they had enough troops to take ISIS out.

Wow, they have crap generals just the way the US does.
The ISIS has been armed and financed by the US, NATO, and Saudi Arabia for the past three years to fight Uncle Scam's proxy war against Syria. This attack into Iraq is part of that proxy war. The Iraqi Army has been ordered to stand down by the same people that run the ISIS.
