If the drone could be taken out with a thrown shoe, or even a few of them, I’d say that he was flying it a bit too low.

First of all, how could you possibly defend the reckless pilot of that drone? He didn't need to fly that low to get intelligence.
Secondly, it was a wadded up T-shirt that brought it down, not a shoe!

1. He allowed the drown to get in range of hurling jackets ...
2. By flying low he incited the crowd to action and risked injury of civilians.
