I saw it on Channel 19. It's on Cleveland's near west side, which has a diverse (hispanic, white, black) population with ethnic identities within that. It's not a total "dead zone" as far as economic and normal social life is concerned. The area could explode if the police don't do their job.

The attacker is a black teenage girl. The girls being bullied are younger white girls. The Cleveland police got it correct, calling black-on-white violence, or whenever one race attacks another, a hate crime. They have to or it will get seriously scary in that area. JMHO
