So if you value privacy turn off the phone’s radios when not in use or maybe stick it in an enclosed wire mesh pouch, or like me leave the thing home half the time. I have to think most BGs will just use burner phones, so it’s mostly the good citizens whose rights are once again being attacked.

I leave the phone on the counter most days to. I only take it when I think I might have a need for it.

My phone is in the wife’s name, so they can track her all they want. Never talk on it, so what good does it do them?

The cell phone periodically checks with the closest tower. That means when you attenuate the signal the phone boosts it as if the tower was farther away. So when you shield it completely, what you are doing is burning up battery power MUCH faster and may induce early failure of the electronics.
