It starts at the top. Our dumbass President couldn’t be bothered with daily intelligence briefings. He had more important things to do like raise money for the Democrat Party.

My belief is that the IT data goes to our major banks and large corporations so they have a head start on foreign corporations and foreign governments. The data tells them what to expect in the way of foreign market potential.
