Japan never did have the highest corporate tax rate in the world. They had the highest announced corporate tax rate in the world, but it was tempered with very generous deductions which brought the effective rate down below ours.
Lavish entertainment, country club memberships, employee welfare allowances, special stockholder distributions and other deductions our IRS would never allow all helped to reduce the effective corporate tax rate.
