CBO Quietly Drops Forecast That Obamacare Will Cut the Deficit
Yahoo Finance ^ | 6/5/14 | Eric Pianin - The Fiscal Times

One of the Obama administration's major selling points in passing the Affordable Care Act in 2010 was a Congressional Budget Office forecast that the controversial legislation would reduce the deficit by more than $120 billion over the coming decade.

The CBO has consistently projected that President Obama's overhaul will reduce the deficit, and the agency estimated that the Republicans’ 2011 effort to repeal the legislation would increase deficits by $210 billion from 2010 to 2021.

In April, the agency quietly signaled that it can no longer make that projection; that the law had been changed and delayed so much that there is no longer a credible way to estimate the long-term effects on the deficit of all elements of the program taken together.

In a little noticed footnote to a report updating estimates of the effects of the insurance coverage provisions of the law, the agency headed by Douglas Elmendorf acknowledged that neither CBO nor the Joint Committee on Taxation could determine precisely how scores of provisions other than the insurance coverage would impact long term government spending.

You’d think that their credibility would be shot and people would stop listening to them.

The footnote was first reported this week by Roll Call and is just now gaining the attention of health care policy experts who question the basis of CBO’s retreat from its earlier forecasting.

Queuing the blame to the Supreme Court for allowing states to opt out of a part of CommieCare.

The forecast was that with ten years of ObamaCare taxes and six years of ObamaCare “benefits”, the law would drop the deficit barely. There was never a forecast that ObamaCare would reduce the deficit in even one year after implementation.

The CBO was forecasting Obama was going to cut the deficit? What HAVE they been smoking?

They were smoking direct orders from the democratic leadership in Congress, which controlled CBO at the time. Ocare was passed on reconciliation, which is a budget procedure. As new legislation on a reconciliation bill, it was only in order as a deficit reduction measure.

A lot of water has passed under the bridge since then. It is difficult to imagine the democrats today being confined by mere rules. But once upon a time, the rules meant something, and they will mean something again the moment Republicans recapture the Senate and the democrats decide that the last eight years of Reid precedents have no weight.

Add this to all the other things we were told about Obamacare which turned out to be lies, including (but not limited to):
If you like your plan, you can keep your plan.
If you like your doctor, you can keep your doctor.
Average savings of $2500/family.
The website will be functioning by the deadline.
30 million uninsured will gain coverage.

Not to mention the 38 or so changes that Obama unilaterally made to delay some of the more egregious negative results.

Just some anecdotal evidence here, from the People’s Republic of New Jersey. I am old enough to be covered by Medicare but my wife has an individual healthcare plan, with United Healthcare (Oxford.) Her monthly premium was increased from $428/month to $1122. And the deductible went to $2500. The accompanying note that they sent attributed the increase to compliance with the ACA. Fortunately, if my wife, who is 63, manages to get pregnant, she has full maternity benefits. I’m not sure if her prostate is covered.

If the Congressional Budget Office is ‘quiet’ about this - rather than shoving it in our faces - we can assume they don’t have their own SWAT TEAM yet...
