No. There are people who own property in more than one state. They should NOT get to vote twice just because they pay property taxes in more than one place

Actually, they absolutely should be able to vote for local elections in both (or multiple) places. They just need to be restricted to voting in each specific race once.

Edit: Of course, that needs to be worded better, as a vote for President is technically a local vote for a slate of electors, and that isn’t what I would support, but you get my drift, I hope.
