Commissioner Nick Fish, who oversees both the water and sewer bureaus, said the city is currently reviewing its video to see whether the May contamination (dating back to May 20) was a direct result of human fecal matter. "We don't have any incriminating evidence," Fish said.
He said the fecal mater could be introduced by a bird or another animal but he didn't want to speculate as to its source.
So, it could have been contaminated by natural causes.

Of course, Portland, OR, was the city that recently drained an entire drinking water reservoir because they had a video clip of some teen human urinating into the reservoir. The administrator admitted that they didn’t have to do it for health reasons—they just wanted to assure their water users that they were providing a very pure product. This looks like someone upped the ante with a bucket of number two.
